It is a type of whistle that emits sound in the ultrasonic range, which people cannot hear but dogs and cats can. The range of human hearing is typically considered to be between 20 Hz and 20 kHz, although some are adjustable down into the human range. To human ears, a dog whistle makes a quiet hissing sound.
The advantage of the dog whistle is that it doesn't produce the loud irritating noise that an audible whistle would produce, so it can be used to train or command animals without disturbing nearby people. Trainers may use the whistle to simply gather a dog's attention.
Another main advantage of the whistle sound itself over the human voice is that it is completely unambiguous. Dogs learn faster when commands are exactly the same each time they are given. The tone of your voice depends very much on your mood and environment. It changes subtly each time you use it.
